Abstract

This paper proposes the definition of training profiles and professional skills for the Inspectors of the Labour Inspectorate in Brazil. This article starts with the ideas of a 2017 publication in the first number of the journal of the National School of Labour Inspection (ENIT), which aimed the creation of sets of rules preceding public selection procedures of Labour Inspectors in Brazil. In a review of this text, the present work intends a preliminary discussion, focusing the identification of the basic professional skills and qualifications of the Labour Inspectors for the performance of their duties, as prescribed by ILO Convention 81. First, a history is carried out, covering the period between 1999 and 2002, when the Brazilian legal restructuring of the various positions of Labour Inspection career into a single one took place. The legal consequences of this unification for the role of the position are then detailed, as well as the need for continuous improvement and careful selection for the staff of a position that is now generalist in its duties. The core of knowledge needed to deal with the duties of Labour Inspection and desired personal characteristics are outlined below. A minimum content program is presented for the purpose of joining the career and for initial and continuing training. ENIT is assigned the task of detailing this proposition.
