IMPLEMENTATION OF A WORK ENVIRONMENTAL IMPACT STUDY MODEL

Abstract

This article proposes the implementation of a Labor Environmental Impact Study model in civil construction, capable of evaluating and systematizing the impacts on the environment that pose risks to health and safety at work, in order to fill the gaps in the studies and reports of environmental impact. The proposal is aimed at improving processes, enabling it to effectively assist in decision-making aiming at adapting the environment at all stages of the project. The methodology consisted of verifying, through bibliographic review, the treatment given to occupational safety and health in the environmental licensing process. Subsequently, the treatment of the working environment was analyzed through a technical review in the EIA/RIMA of projects for large enterprises. A concept map built in the CMAPtools software and an alternative approach, presenting standardization and management models with integration capability, was adopted as the structuring axis. For greater effectiveness in the survey and categorization of risks, it was proposed the mapping of processes and the analysis of risks through a Risk Analytical Framework - EAR, in order to assist in the definition of control measures according to the impacts related to the inherent risks of each process. Thus, a model for the implementation of a Labor Environmental Impact Study - EIAL was proposed, in order to effectively comply with the requirements of the agencies responsible for the protection and prevention of the environment, based on the current regulations concerning the constitutional rights to the environment balanced and to safety and health at work.
