ANÁLISE DE EFICIÊNCIA DAS AUDITORIAS EM SEGURANÇA E SAÚDE NO TRABALHO REALIZADAS PELA INSPEÇÃO DO TRABALHO BRASILEIRA EM 2019
Abstract
ABSTRACT
Human labor is essential for economic and social development. However, work must be carried out with safety and health, and it is necessary to guarantee adequate conditions in the working environment to avoid accidents and occupational diseases, sometimes fatal, and to reduce the economic cost of the country with social security aids and benefits. The labor inspection, under the responsibility of the Brazilian state, carried out by labor inspectors throughout the national territory through the 27 Regional Labor Superintendencies - SRTb, is responsible for verifying the safety and health conditions of establishments where there are workers. The present research aims to analyze the efficiency of occupational safety and health audits carried out by the labor inspection in the year 2019, with the application of the Data Envelopment Analysis (DEA) method. Two DEA models (the BBC model and the CCR model) are used to assess the technical efficiency and the scale efficiency of the SRTb, based on the number of labor inspectors assigned to these units, observing the quantities produced from audits and regularized occupational health and safety menus in the period. The results indicate that approximately 25% of the SRTb are technically efficient and that only 2 units have scale efficiency. The results suggest, therefore, that there is still room for most SRTb to improve their productive efficiency in relation to occupational safety and health audits.
