TRAINING COURSE FOR LABOR INSPECTORS: THE EXPERIENCE IN MATO GROSSO AND PROPOSALS FOR A NEW APPROACH AT NATIONAL LEVEL

Abstract
This article aims to critically present the ongoing experience of integrating and training new Labour Inspectors at the Regional Labour Superintendence in Mato Grosso. To this end, two aspects were considered: the establishment of methodological and pedagogical guidelines and the structuring of a modular training programme. With regard to the guidelines, the aim was to include, among other aspects, foundations for actions to introduce and integrate new colleagues, to select and promote theoretical and practical activities aimed at Labour Inspection activities, and to take into account, at all times, the human aspects of the people involved. In this context, the instruments made available nationally through the National Labour Inspection School are considered and evaluated, as well as the complementary actions developed by the regional office directly or in partnership with other institutions. Regarding the structuring of the programme, thematic modules were selected based on the priorities established in the National Agenda for Decent Work, so that theoretical, practical and institutional activities were proposed, in different forms of presentation, forming a basic curriculum, with possibilities for complementation and adaptation to local realities. Finally, through an inductive-dialectical approach, based on this local experience and a survey of the difficulties encountered institutionally, considerations are made about the need for institutional reforms that prioritise and implement a National Training Plan for the Labour Inspectorate, which ensures that all aspects necessary for the training of the people who make up the Labour Inspector are fully covered.
